That English Language teachers abound in Nigeria is a statement of fact,- not with the many teachers that are roaming about our streets looking for a job. It is also true, from all indications, to state that many of the practising teachers in this area are not doing their work effectively due to many reasons. The Overseas Development Administration (ODA) in association with the Language Development Centre of the Nigeria Educational Research and Development Council (NERDC) recently made efforts to solve or at least reduce the problems. The objectives, method, implementation strategy, administration and evaluation of such efforts are discussed in this paper. Recommendations, which would lead to the improvement of the system have also been proffered. Its relevance to the aspiration of literacy for all by the year 2000 is significant, bearing in mind that literacy in English as a second language in Nigeria has become an important component if not a
cornerstone of literacy promotion nationwide.
