The Federal Minister of Education, Professor Aliyu Fafunwa, was reported recently as having come up with a new plan for adult literacy development campaigns. By this plan, for which he coined the slogan “Each one teach one or fund the teaching of one”, some Saturdays of each month are to be devoted to literacy campaigns (Guardian, Wednesday, July 24, 1991). Professor Fafunwa reckoned that in this way Nigeria’s 40 million literates would train an equal number to be literate. The population of literate Nigerians would then rise to 80 million (out of a total estimated population of 110 million).
