The National Policy on Education leaves no one in doubt as to what
the Government Policy on Language in education is and what it intends to
achieve through primary education. With regard to the primary level, the
National Policy on Education (1981: 12) states that: Government will see to it that the medium of instruction in the primary school is initially the mother tongue or the language of the immediate community and at a later stage, English. The expectation is that through primary education, children will become literate in both the mother tongue or the language of the immediate community and English. Our concern, however, in this paper is with English language.
