This paper examined the contemporary issues and problems of literacy in Nigerian languages. It examined and analysed these issues with relevance to the national language policy including the mother tongue education programme. It also looked at contemporary literacy theories and their relevance to language development. The paper strongly made a case for mother tongue education as an instrument of national literacy growth and development The
relevance of these theories and ideas to the development of national language education and literacy were equally examined and analysed. Finally, it looked at the prospects for literacy development vis-a—vis language education policies and programmes in Nigeria among others and offered useful suggestions.
