The effect of literacy on good governance cannot be over emphasized. However, if language policies are not well formulated and implemented, illiteracy tends to be on the increase which can jeopardize the development of a nation. This paper looks into the likely effect of language policies, the value of indigenous languages on development, literacy and consequently on good governance. The paper concludes that formulation of language policies that will engender the acquisition of literacy skills by citizens will help in achieving the long expected development of the nation. The need for the development of a comprehensive strategy for literacy development that cuts across all spheres of society to ensure the acquisition of appropriate levels of literacy which are necessary for individual and national development was suggested.
