The greatest challenge facing primary school education is to make it an effective tool for inculcating permanent literacy in children. This at least, is one basic objective of primary education as reflected in the National Policy on Education (1981). No one will dispute the fact that the inculcation of literacy skills in children should be the foremost emphasis of primary
education. One obvious reason for this is that literacy skills are tools of life—long education, In other modern societies, a person who cannot obtain information through reading from written or printed sources will learn and know very little.
