India and even South Africa It: In this countries. development was possible because of the use of indigenous languages. Nigeria has employed and deployed various programmes and strategies aimed at the overall development of the country but without much success. this is largely due to the countries inability to put language and culture in their functional roles. with the new political dispensation and the world globalisation trend, it is recognized that the initial tool necessary for the achievement of this objective is a development programme articulated in a language that majority of Nigerians in the rural at speak.
