Our level of literacy poverty is the biggest cog in the wheel of National Development.Consequently, the paper discussed the innovative-shared reading teaching approach to balanced literacy Development as a necessary addition to our teacher education programme The rationale is to provide teachers with the necessary intellectual and professional background for their challenging responsibilities because any fundamental change in the intellectual, social, cultural and economic outlook of any society is usually preceded by a macro-literacy revolution for knowledge is power. And as no education system can be better than its teachers, this radical re-orientation should start with the teachers. Finally the paper made positive result oriented recommendations that can lead to the achievement of a balanced literacy development in multilingual environment and move Nigeria forward in the new millennium.
