Literacy Structures, Systems and Policies in Nigerian Primary Education: A need for Restructuring

The Nigerian National Policy on Education listed literacy among its goals for primary education. High literacy is seen to play a role in providing access to power and resources.Thus, what counts as literacy is determined by the cultural, political, and historical contexts of the community in which it is used. The goal of education is the preparation for life and forgiving an individual wholesome development while functional literacy is very crucial to the outcome of education. The paper discusses literacy structures in primary levels of education in Nigeria with a focus on literacy systems and policies and the needed reforms that will bring about a desired change. The paper observed that language used for instruction at the primary school should be in line with the provision of the national policy on education.
