The influence of the media as an instrument for literacy development is well appreciated. The concern however, is the availability and accessibility of media messages to target audience.The rising cost of media services and its utilization against the twin problem of pervading poverty and the paucity of reading materials generally, make the concern more demanding.As a viable option, this paper examines the growing patronization of pay-per-read media saloons in some Nigerian cities and suggests how this rather ’illegal’ business can be developed as genuine media centres to boost literacy development in Nigeria.
