Nigeria as a multilingual country is faced with a high population and about 400 languages. Yet she is faced with serious problems in book production, short supply or expensive books in Nigerian languages. The few of the available books do not take into cognizance the interest and culture of the Nigerian child. This paper presents ways to develop cheap literacy books in the mother tongue of handicapped and non-handicapped children with reading problems. The paper presents guidelines on effective hook production. The paper also suggests and recommends how to effectively teach reading to the pupils using locally produced hooks in Nigerian languages.
