The provision of community-based literacy programmes for nomadic pastoralists in Nigeria cannot be achieved in isolation. In the reported survey theoretical propositions and specific models have been re-appraised. The contention that functional literacy for nomadic pastoralists can only be attained after taking steps that include: relevant conceptualisation, systematic monitoring and periodic evaluation of the literacy programmes. Attention is given to the unique role of the National Commission for Nomadic Education (NCNE) and other auxiliary agents that could contribute towards the attainment of realistic functional literacy among the nomadic pastoralists.
