In this paper, I shall try to describe a study in which I assessed the needs of those charged with the teaching of Use of English (UOE) — a compulsory communication skills course for first year students in all Nigerian Universities. I shall then try to describe the Use of English Teacher-Competence Profile which emerged as a result of the needs analysis. Finally, I shall try to suggest some minimum requirements for the 0013 curriculum if the competence profile is to be meaningfully relevant to any teacher—education programme planned for UOE teachers. Although this study draws heavily from the Nigerian experience, it no doubt has some significant relevance to the teaching of communication skills in third world Anglophone countries where English is used as the medium of instruction in tertiary institutions but is not a mother tongue in those countries. In addition, the experiences described here can be used in the development of any competence profile anywhere.
